La misiva fue firmada, entre otras, por empresarios de APYME, CGE, el CDTN (Centro Desenvolvimiento Tecnología Nuclear, de Brasil). Y coincide con denuncias de integrantes del sistema local de Ciencia y Tecnología que recibían fondos internacionales para sus investigaciones, los cuales fueron girados por los países de origen, pero los actuales funcionarios no entregan el dinero para los proyectos correspondientes.
